GOMA, DRC – Tensions in eastern Democratic Republic of Congo (DRC) have reached alarming levels following President Félix Tshisekedi’s directive to deploy 60,000 troops in a sweeping military campaign targeting the strategic cities of Goma and Bukavu, currently under the influence of the M23 rebel movement and its allies.
Described by Congolese officials as a “final offensive” to reclaim control over parts of North and South Kivu, the operation involves significant troop reinforcements, heavy artillery, and joint collaboration with foreign allies including the Burundi National Defense Force.

However, the timing of the offensive has sparked outrage from the Congo River Alliance, a coalition that includes M23. Speaking on behalf of the alliance, Lawrence Kanyuka criticized the operation as a reckless and provocative move that directly undermines ongoing peace negotiations in Washington and Doha.
“This is not only an act of hostility; it’s an outright insult to diplomatic efforts,” said Kanyuka.

Kinshasa Accused of Undermining Peace
Although the Congolese government has remained tight-lipped about the full scale of the deployment, sources within the military describe it as the largest strategic mobilization since the M23’s initial defeat in 2013. Government officials maintain that reclaiming territory from armed factions is necessary for national security and stability.
However, rebel leaders say Kinshasa is acting in bad faith.
Ben Mbonimpa, Permanent Secretary of the AFC/M23, expressed strong skepticism about the DRC government’s intentions:
“Does flooding the frontlines with troops and weapons indicate a commitment to peaceful dialogue? Clearly not. Kinshasa is preparing for war nothing less,” he said.
“Let’s be clear: The ARC will defend itself. Whatever happens.”
Mbonimpa’s remarks point to a deteriorating trust in the peace process and reflect mounting frustrations within rebel circles, who claim they have already met prior confidence-building conditions.
“The government refuses to uphold its end of the deal, despite our goodwill. This military offensive puts civilian lives at risk and severely damages prospects for lasting peace,” added Kanyuka.
Doha and Washington Talks in Jeopardy
The unfolding events threaten to derail the February 2025 Washington Accord, signed between Rwanda and the DRC, which aimed to dismantle armed groups and promote regional security. While the agreement was seen as a breakthrough at the time, its implementation has since been hindered by deep-rooted mistrust, especially over troop movements and cross-border accusations.
As the Congolese government shifts its narrative toward “liberating” Goma and Bukavu, the symbolism surrounding these key cities grows. Goma, in particular, serves as a vital economic and logistical hub on the Rwandan border making it a strategic and psychological focal point of the military campaign.
Meanwhile, the humanitarian toll continues to rise. The United Nations estimates that over 7 million people are currently displaced across the DRC, with North and South Kivu remaining among the hardest-hit regions.
