General Major Sultani Makenga, Commander-in-Chief of the M23/ARC rebel coalition allied with the Armed Forces Coalition (AFC), together with General Makanika, has reaffirmed their determination to overthrow the government of President Félix Tshisekedi in the Democratic Republic of Congo (DRC).
Speaking on October 1, 2025, at the Tchanzu military training camp in Rutshuru Territory, North Kivu Province, Gen. Makenga addressed 9,350 new recruits who had completed several months of intensive training.
He accused President Félix’s administration of destroying the country, persecuting citizens based on ethnicity, and forcing many to flee. “That is why M23/ARC rose up — to remove this corrupt regime and bring real change to our country,” Makenga declared.
He urged the new recruits to join their fellow fighters already on the battlefield to achieve what he called the mission to “end this bad regime.” He added, “Our country must be liberated. The Congolese people need freedom, and that is the goal of M23/ARC and the AFC coalition.”

Meanwhile, President Félix, addressing youth in Kinshasa on October 4, 2025, vowed to reclaim territories under the control of AFC/M23 forces — including the cities of Goma and Bukavu, as well as parts of Rutshuru and Masisi.
He assured residents of those regions that once the areas are freed, his government will begin a large-scale reconstruction program. “When your land is liberated, we will launch initiatives to rebuild roads, schools, and health centers, and ensure access to electricity and digital services,” President Félix said.
Although Qatar continues to mediate between the warring sides under the peace framework signed on July 29, 2025, both camps are reportedly preparing for potential renewed conflict — through expanded recruitment, increased armament, and military mobilization.
