The Government of Rwanda has welcomed the principles agreed upon between the authorities of the Democratic Republic of Congo (DRC) and the AFC/M23 coalition, as part of a peace process formalized in Doha, Qatar, on Saturday, July 19, 2025.
Rwanda described the joint declaration of principles as a “major breakthrough toward peace in eastern DRC”, emphasizing that it addresses the root causes of the conflict.

“The announcement of these principles represents an important step toward the peaceful resolution of the conflict in eastern DRC, by restoring peace and stability in the region,” the government stated.
Kigali also extended its gratitude to Qatar and the United States for their pivotal roles in facilitating the agreement, while underscoring the need for continued support to the process under the auspices of the African Union.

“We must all support this process until it reaches a successful conclusion. Rwanda remains committed to contributing to lasting peace and economic development in the Great Lakes region,” the statement added.
The declaration was signed by Sumbu Sita Mambu, the special envoy of President Félix Tshisekedi, on behalf of the DRC, and by Benjamin Mbonimpa, Executive Secretary of AFC/M23.
Key commitments outlined in the agreement include:
- A permanent cessation of hostilities
- A rejection of any territorial expansion
The release of prisoners by both sides, with support from the International Committee of the Red Cross (ICRC)
The facilitation of the voluntary return of refugees
In addition, the protection of civilians. Both parties also agreed to initiate a dialogue concerning the restoration of state authority across all affected areas. Implementation of the principles is to begin immediately upon publication, or within ten days at the latest.
Furthermore, the two sides committed to prioritizing negotiations toward a durable peace agreement, guided by a spirit of cooperation and consensus, with the aim of reaching a final accord within seven to ten days from the start of the dialogue.
