Rwanda to phase out traditional IDs by June 2027 as digital national ID rollout accelerates

Rwanda is set to fully transition to a digital national identification system by June 2027, marking the end of traditional physical ID cards currently in use across the country.

The National Identification Agency (NIDA) has already begun a nationwide registration exercise, capturing biometric data of both Rwandan citizens and legal residents in preparation for the issuance of the new digital IDs. These advanced IDs will replace the existing physical cards.

According to NIDA Director General, Josephine Mukesha, the transition will be definitive. Speaking to The New Times, she confirmed that after the 2027 deadline, traditional IDs will no longer be recognized for official use.

“By 2027, banks, hospitals, telecom companies, and all government institutions are expected to rely exclusively on the digital ID system,” Mukesha said. “This means that individuals without a digital ID may face challenges accessing essential services.”

The new digital identification system will integrate advanced technology, eliminating the need for citizens to carry a physical card at all times. Instead, identification will be securely accessible through digital platforms.

One of the major reforms introduced by the system is early registration. Unlike the current system, where IDs are issued from the age of 16, the digital ID will be assigned at birth—ensuring that every citizen has a formal identity from the outset. This is also expected to improve service delivery, particularly in customer verification processes.

The announcement comes as NIDA nears the completion of its data collection campaign in Kigali. The ongoing registration exercise in the capital is scheduled to conclude on April 2, 2026, after which the initiative will expand to other provinces across the country.

This shift positions Rwanda among African countries advancing toward fully digital governance systems, with identity management at the core of public service delivery and national planning.
